Project Brief – Mesaieed Industrial Area NGL Plants Drain Piping Upgrade

Background:
Mesaieed Industrial Area was established in 1949 as a tanker terminal by QatarEnergy and has evolved into a major industrial hub. Early facilities included oil pumps and storage tanks. From the 1990s onward, the government invested approximately $200 million to expand industrial facilities, mechanical equipment, and road infrastructure.
The project aimed to improve operational efficiency, environmental standards, and safety for the drain piping system serving 15 crude oil storage tanks within the Mesaieed Tank Farm.
Project Phases
Phase 1 – Design / Engineering:
· Identification and recommendation of detailed modifications to the drain piping system of the 15 storage tanks
· Optimization of piping layout, materials, and monitoring provisions
Phase 2 – Construction:
· Execution of procurement, supply, installation, construction, and demolition activities
· Testing, inspection, tie-in, commissioning, and startup of the modified system
Diar Scope of Work
1. Study of Tank Drain Line Piping:
o Comprehensive review of underground and above-ground drain systems for all 15 crude oil storage tanks
o Assessment of piping placement, routing, sizing, material selection, and required modifications
o Optimization of the drain system monitoring and efficiency
2. Interface with Existing Systems:
o Ensured seamless integration of modifications with existing facilities
o Coordinated across Process, Mechanical/Piping, Instrumentation/Control, Electrical, Civil/Structural, and Loss Prevention/Safety disciplines
